    Other than the worst and the best paper , there are 8 other papers. First we will arrange them in 8! ways . Now the worst and the best papers are to be placed in the gaps formed by these 8 papers . there are 9 such places and we have to arrange these two papers there
    This can be done in 9C2 x 2! ways
    thus, total number of ways = 8! . 9C2 . 2! ways
