    Let the original price = P and original quantity consumed = C
      189  = P . C    (1)
     Now price reduces by 25% and quantity increases by 3 kg
        189 = 0.75P . (C+3)   (2)
    Divide (1) by (2)
     1 = C/(0.75)(C+3)
    0.75C + 2.25 = C
        2.25 = 0.25C
        C = 9
     Original price = 189/9 = 21
