    Because of the pressure of the positive charge q0 in front of the positively charged test ball, the charge on the ball will be redistributed with less charge on the front half surface and greater charge on the back half surface. As a result of this net force F between the ball and the point charge will decrease, that is the actual electric field will be greater than F/qo. So the answer is a).
